投訴人是一名在校大學(xué)生，2022年2月在高青縣城某電子用品店購買筆記本電腦，2022年6月主板燒壞電腦出現(xiàn)故障，因?yàn)樵谕獾厣蠈W(xué)，不方便回高青維修，遂在當(dāng)?shù)芈?lián)想官方售后店進(jìn)行檢測(cè)后更換主板。兩個(gè)月內(nèi)又出現(xiàn)了第二次主板燒壞情形，消費(fèi)者再次拿到當(dāng)?shù)厥酆簏c(diǎn)進(jìn)行主板更換。2023年3月份又出現(xiàn)了第三次主板燒壞情形。該大學(xué)生認(rèn)為電腦存在質(zhì)量問題，找到高青的銷售商家要求退換。商家表示繼續(xù)維修，不能退換，雙方僵持不下，直到消費(fèi)者撥打12345熱線電話。

高青縣市場(chǎng)監(jiān)管局蘆湖所執(zhí)法人員接到投訴后，立即到現(xiàn)場(chǎng)了解情況，并向商家普及《消費(fèi)者權(quán)益保**》、《**計(jì)算機(jī)修理更換退貨責(zé)任規(guī)定》。最終，雙方達(dá)成一致意見，商家同意為消費(fèi)者更換新機(jī)，并當(dāng)場(chǎng)簽訂了調(diào)解協(xié)議書，**調(diào)解成功。
